Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.
Eight years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with nearly 950,000  Syrian refugees registered with UNHCR, about 20,000 refugees of other origins - mostly Iraqi - and Palestine refugees under UNRWA’s mandate.  There are no formal camps for Syrian refugees in Lebanon, and refugees are living in hundreds of communities and locations across the country. 

The refugee response is led by the Government and UNHCR and UNDP, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 150 UN agencies, national and international NGO partners [over 150 actors, including UN agencies, national and international NGOs and Ministries] in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and vulnerable Lebanese communities. The Lebanon Chapter of the Response Plan falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.

The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and is currently operating with around 650 staff. Aside from the country office in the capital city of Beirut, UNHCR has field offices in Mount Lebanon, Qobayat, Tripoli, Tyre and Zahle.

The incumbent will provide continuos analysis on the statistical acceptability of the desk formula and its appropriateness for targeting the most vulnerable families for assistance as well as support on data analysis related to the financial transactions that UNHCR undertakes while delivering humanitarian assistance through Cash Based Interventions.


Describe the accountabilities, responsibilities and authorities associated with the position.
The incumbent will be focusing her/his support on the following:
  • Determine whether UNHCR’s implementation/operationalisation of the desk formula is been technicaly sound, based on appropriate risk mitigation assessment and in compliance with SOPs and UNHCR internal systems;
  • Disseminate findings within UNHCR Lebanon (branch and field offices) as well as the national Inter-Agency Basic Assistance Working Group;
  • Conduct technical robustness checks of the desk formula results;
  • Determine whether the proxy means test that is being  used to target refugees (Syian refugees and refugees of other nationalities) is technically sound and errors are within the range of what is statistically acceptable as well as establish the reproducibility of the model; 
  • Technically shadow the planning, implementation and post implementation phases of the recalibration of the desk formula in 2019, ensuring that findings of technical reviews are accordingly considered by the researcher team as well as technical aspects are dully absorbed;
  • Along with the respective Units in UNHCR, conduct related analysis to better understand the targeting mechanism, compare data sets and support planning and operationalisation stages in related to CBI;
  • Review the workflow from design, development, and recalibration to operationalization of the desk formula results – determine critical steps and milestones;
  • Determine whether SOPs/workflow related to taregting for assistance are adhered to by all parties involved and if deviations were adequately flagged and documented; 
  • Understand if SOPs/workflows were revised to fit dynamic reality and how revisions were communicated, shared with relevant stakeholders (internal and external) and adhered to; determine how unforeseen events were dealt with and documented;
  • In close coordination with relevant Units in UNHCR, support on the analysis of cash transfer information for UNHCR main Cash Based Interventions.

This position requires the incumbent to execute practical skills: 
  • Working independently and meet deadlines, presenting in public, advising Senior Managers and effective reporting. 
  • The incumbent should be comfortable working with a wide variety of data sets as well as periodically analyze data, especially related to econometrics. 
  • The candidate should not only have an education background on Economic Sciences, but also professional and educational experience in executing data analysis in data base query tools, namely R, VBA and SQL). 
  • Since the administrative desk formula is the baseline for targeting refugees who are benefiting from multipurpose cash assistance through ATM, the candidate should also have experience in banking and finance fields. 


Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
  • Advanced University degree in Economics, Finance, Statistics, Data Science  or First University degree with additional years of related work experience and/or training/courses.
  • Fluency (level C) in English. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian or Spanish is desirable.
  • Ability and confidence in handling large data sets, utilizing R, Stata, VBA (for Excel) or SQL; 
  • Ability to develop indicators and index in house, serving targeting and M&E purposes;
  • Ability to work with data management/statistical and data visualization tools:  Excel, SQL, R applications, Adobe Illustrator is desirable. 
  • At least two years of experience in banking, data analysis or econometric portfolios
  • Experience in cash programming and social safety nets is desirable.
