Administrative Instruction on Recruitment and Assignment of Locally Recruited Staff (RALS)
Candidates for vacancy announcements in the GS category are divided in Group 1,Group 2 and external candidates.
Group 1 and Group 2 candidates are eligible to apply to internally and internally/externally advertised positions.
External candidates are eligible to apply to externally advertised positions.
For GS positions
Group 2 comprises candidates from the categories listed below after completion of one cumulative or continuous year of service in the country of the vacancy. The Group 2 status will be confirmed by HR in the relevant country, as applicable:
i. Current locally recruited UNHCR staff members holding a temporary appointment
ii. Former locally recruited UNHCR staff members who held an indefinite or fixed-term appointment (within 2 years of separation for males and 5 years for females).
iii. National United Nations Volunteers currently working for UNHCR
iv. National UNOPS and individual contractors currently working for UNHCR
v. Current GS staff members holding an indefinite or fixed-term appointment applying to a position in the same category two grades above the staff member’s personal grade.
vi. Current UNHCR staff members in the International Professional category holding an indefinite or fixed-term appointment.
vii. Current UNHCR staff members in the NPO category holding an indefinite or fixed-term appointment.
viii. Current locally recruited female staff members from other UN system Organizations holding the equivalent of an indefinite or fixed-term appointment
Process for Group 2
DHR or the HR/Admin as applicable will verify that candidates meet the criteria, inform them accordingly and ensure that the candidates are provided with the opportunity to apply to internally advertised positions. Candidates confirmed in Group 2 will maintain their internal applicant status for a period of three years. After three years, their status will be re-examined.
A candidate in Group 2 who separates from UNHCR may continue to apply to internally advertised positions for two years following separation or the remainder of the three-year period, whichever is shorter.
This does not apply if the candidate was separated for unsatisfactory performance or misconduct, or if the candidate resigned during an investigation into allegations of misconduct or a rebuttal of an ePAD.
Former staff members will be granted Group 2 status upon separation, for two years for former male staff members and five years for female former staff members
