General Background

Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate
There are currently over 1 million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country and refugees are spread over 2,125 communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field to support the Government.  
The structure brings together more than 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response while UNDP facilitates the resilience and stabilization component. 
Through inter-agency coordination mechanisms, 9 sectors have been established in Lebanon, with UNHCR leading or co-leading the Protection, Basic Assistance, Shelter, and Health sectors. UNHCR is also providing information management support to all. The Office has grown substantially in the past years.  Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyr (South), and one field unit in Qobayat under the Tripoli Sub-Office 
The Registration Assistant is a member of the Registration team and is supervised by the Registration Manager and his/her delegate. The Registration Assistant is responsible for supporting all activities related to the registration/counselling/verification of persons of concern, which may also include functions related to reception and filing.  
The Registration Assistant responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures, their rights and entitlements and their files with UNHCR.  
The Registration Assistant liaises with protection staff and partners to ensure timely identification and referral of persons of concern for protection and assistance follow up. The Registration Assistant may provide interpretation and/or translation services in cases for which s/he has the required language competencies. 

Purpose and Scope of Assignment

Concise and detailed description of activities, tasks and responsibilities to be undertaken, including expected travel, if applicable
  • Conduct registration/counselling/verification interviews in accordance with the national registration SOPs and registration standards; 
  • Counsel refugees and asylum-seekers, managing their expectations on protection, assistance and durable solutions, providing them with information at the reception and in the waiting areas on UNHCR’s procedures, their files with UNHCR and their rights and entitlements;  
  • Maintain accurate and up-to date records and data related to all individual cases. 
  • Identify persons with specific protection needs and vulnerabilities and ensure timely referral to protection follow-up as required.  
  • Collaborate with protection staff and/or partners on the delivery of assistance and assistance. 
  • Support all activities related to the registration/counselling/verification of refugees and asylum seekers which may also include functions related to reception, filing and data management. 
  • Act as an interpreter and translator, where needed, in case which s/he has the required language competencies; Participate to possible mobile missions organized to respond to refugees and asylum seekers located in remote areas and/or with extreme vulnerabilities; 
  • Apply anti-fraud safeguards and report known or suspected fraud as per the SOPs; perform other related duties as may be required. 
  • Perform other related duties as required

Monitoring and Progress Controls

Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring
  • Counseling of asylum- seekers and refugees in accordance with UNHCR polices and standards.
  • The identification of vulnerable asylum-seekers and refugees;
  • The management of expectations of asylum-seekers and refugees.
  • Refer cases to other units within the office and to implementing partners as necessary

Qualifications and Experience

List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.
a. Education:
  • Completion of secondary education preferably with post-secondary training or certificate in social science, statistics, mathematics, information technology or related fields. 
  • Good computer skills.  
  • Excellent knowledge of Arabic and English language skills
b. Work Experience:
  • Minimum two years of relevant professional job experience. 
  • Good Computer skills in using various office applications (including Microsoft Word, Excel)
  • Good Knowledge of ProGres/EFA (HCR database for registration of refuges, returnees and displaced persons).
